Firstly you change the traditional co-operative system into the fourth generation of the co-operatives，

Secondly you reform the communities by them as a catalist into the ' co-operative communities'.

Thirdly you reform the composition of the State to the federation of communities for people.

He suggest the strategies on the basis of politica economics and sociology．
